That will not mean anything to you (or to the Ukrainian official) when you are 10 minutes away from missing your flight and you are still not past Passport Control and are still answering their questions.

From what my friends have told me, the minimum fine they will take is about $20 - and they normally get closer to $100. The demand is often for $300.

As a foreigner, about the minimum you will pay for a hotel room in Kyiv for one night is $30 (or thereabouts) - and that is for a hotel where you wouldn't want to actually stay. And you have no assurance they are actually authorized to provide you the registration.

The hotel registers you in a couple of ways. Some will place a small yellow Post-It note in your passport that has their stamp on it. Others will take the form that Passport Control gives you when you first arrive (it looks innocuously like an advertisement - but is actually the record of your entry), and will place their stamp on that document. In all cases, it will state the date you presented your passport for registration, and the date your registration is valid through, along with the registering authority (hotel name).

The cost of a service that will provide your registration for you is also about $30.

Another alternative - if you are primarily staying in Kyiv where the likelihood of a street check of your documents is very low - is don't register at all and just plan to use VIP service for departure (at about $60). You take some extra risk this way (if you are street-checked, you will be fined), but it almost entirely eliminates the possibility of an airport check of your documents -AND, you are able to enjoy the services of VIP for departing.

This is all about the level of risk you are willing to take.
