FYI, the "2000 Corruption Perceptions Index" rates Ukraine lower than any other country in the world except Yugoslavia and Nigeria. I hope this index does not reflect reality. If it does, it's frightening to me because that's below Russia, Cameroon, Angola, Uganda, Vietnam, Uzbekistan, Venezuela, the Philippines, Romania, Kazakhstan and many others.
