Oddly enough, I've had more trouble calling home from Lviv, (where I couldn't direct dial, but had to arrange a call through an operator when calling from a residence) than from Chernivtsi. In Chernivtsi, both inbound and outbound calls (direct dialled) have been pretty much problem free.
I can imagine that their telephone switches must be old technology, which isn't in itself a bad thing, but, due to budget restrictions, the outside plant and general maintenance may be suffering.
