I too had occasional dinners at restaurants out there and I did notice that they often refer to a price of a meal as "typical", where instead the real price was based on actual weight of meat etc. They also add I think about 15% of VAT tax.

There is no such a thing as a typical price. The actualshould be on the menu. If it happens to you again flatly refuse to pay the bill and tell them to call the manager, the police, etc. Prices have to be there and they have to indicate the actual cost of the dish.
When going out for a meal ask the locals for advice. They usually know which restaurant is safe in all ways. But never ever have a meal at the place which does not have prices on the menu. There is something very wrong with the place.Sorry You have had this bad experience.
