Ken: Do you have water on the brain? How can you jump to the conclusion that she is a scammer on a suggestion from one other person. Her suggestion to rent a car makes a lot of sense to me. I have been there and have traveled by train from Kiev to Chernovtsy. The night train is 16 hours. If you purchase a ticket for a sleeping compartment for two, you will pay about $32 dollars. The train toilets are filthy. The train compartments may or may not be clean. I have taken three Ukraine trains, each time in a two bed compartment. One was very clean (except for the toilet), one was so so and the third was filthy. The bedding and sheets are not always clean and sheets are sometimes wet. The last time I visited Ukraine, I flew into Lviv. Rather than take a train to Chernovtsy, we traveled by automobile. It was a five hour trip.I prefered it because we saw the countryside, villages and cities along the way. Everyone on this board has his or her own opinion about how to travel in Ukraine. If I were you, I would trust your lady friend's judgment regarding the best way to travel to Chernovtsy. Maybe she does not want to sleep with you the first night you are in Ukraine. Did you ever think of that?
