This information is absolutely incorrect and you should understand the basics before you give advice on a public forum.

Monte's future wife need only apply for a German visa as any citizen of Ukraine or other country would.

A conditional permanent resident does NOT require advance parole for travel outside the US. A conditional permanent resident IS a permanent resident with all the rights and privileges of a lawful permanent resident. The only difference is that they must apply in two years to have the condition removed.

Advance parole is only required for international travel during the period between application for conditional permanent resident status and when it is granted.

: I do not know your specific intentions regarding making your wife a permanent resident, and eventually citizen, of the U.S. However, I can tell you from my own recent experience dealing with the INS that my Ukrainian wife was issued her Permanent Resident status on a conditional basis for the first two years. During this period, she requires special permission to leave the U.S. (it is called an Advance Parole). After the two years are up, the conditional status will be removed and she can leave the country whenever she desires. I also know that there are limits as to the amount of time spent outside the U.S. to keep the permanent resident status, although I can't recall them off the top of my head.
