I had a first hand experience in 1996 exiting Ukraine. My passport was of the "old type", and it required the exit stamp (I didn't know that and missed my plane!). Now I have a new passport, and don't need anything. As I understand, this used to be a problem with older type passports, but the new ones should be OK.
