A 'vacation' in France is something to avoid..... get that visa!
: They do indeed need a visa. They are not required to 'register' within 3 days of arrival, and I am certain that Air France would not allow them to board a Kiev bound flight in France so if they follow this advice they should be prepared to "vacation" in France.
