green and red lines at customs ?

: Hi : Is there a real difference between green and red line at the customs in Borispol? : I went to Ukraine two times, everytime I went through the green line. Although I filled up my custom declaration form, the customs officiers didn't really care about it, when entering and leaving Ukraine !!! : What should normally happen at green and red lines? Is there a real bagage (and customs declaration form) check through red line ?
