The Ukranians thought collaboration with Nazis would lead to the expulsion of the Soviets and therefore open a window to independence. They were sadly deluded as the Nazis thought no higher of Ukranians than they thought of the Soviets. The Nazis were happy to use Ukranians against the Russians and also to implement their racial policy against the Ukranians Jewish neighbours. Plenty documentation on this.
