Westerners are reluctant to open business in Ukraine because of the rampant corruption.
I know someone who went to Ukraine to open a factory. He ran into so many problems with the Ukrainian government that he ended up opening the company in Poland. Also, Polish government and businessmen treated the man as if he was the President of the United States. Instead of giving him a lot of problems to resolve like the Ukrainian government did, the Polish businessmen told him “Don’t worry, we will take care of everything”.
Don’t look outside the Ukraine for help. The people of Ukraine have to make the changes to their government.
