You didn't indicate approx amount you intend to send, but if it's a small amount involving only a single bill ($5, $10 or $20) it may be more practical to try sending it in a card/letter (just be sure it cannot be seen thru the envelope). I have done this in the past to relatives in Kiev. I would NOT do this if she lives in a smaller town/village, where the risk of opened mail is greater. If the mail is lost or she does not receive it then the loss would be small. Since you have been communicating with her already and have not enclosed anything of value, then chances are that your next letter containing any money would be not be tampered with.
