We're talking about people in the US making arrangments and paying for their friends and relatives' tickets to travel from Ukraine. So in that case they are issued in the US, and have to mailed to Ukraine, in the case of Aerosvit. With relatives, that is always the case, as the average Ukrainian in Ukraine doesn't have the money to spend. Also, US guys pay for their Ukrainian girlfriends-to-be to come to US, because otherwise their girlfriends-to be may just pocket the money. And the relatives will do the same sometimes.
