There are basically two types of consumer VCR's worldwide, NTSC and PAL (it's like which side of the road people drive on in any given country). Some PAL decks can playback an NTSC tape, but your monitor/TV needs to be capable of displaying NTSC 4.43 (related to the color burst). Here are the spec.'s for the two formats:
720x480 (485) pixels
60Hz vertical/frame rate (AC line frequency)
15,734Hz horizontal rate
3.58MHz color burst
50Hz vertical/frame rate (AC line frequency)
15,620Hz horizontal rate
4.43MHz color burst
VHS = 240 lines
SVHS = 400 lines
There are places you can find under the Yellow Pages that will do conversions, for a fee.
