Yes you are, otherwise you could get arrested. There is two ways you can do this: Either register with local authorities or preferably spend one night in a hotel in Kyiv where, of course, you would have to register your passport and that is all that is needed.

: I will be arriving in Kiev then proceding to Vinnitsa on September 18th. I will be staying at my friends flat. Am I required to register to an authority during my stay in Vinnitsa?
