Who are the legal local authorities? I plan to travel directly to Vinnitsa. Is local police sufficient or is there an official government agency that is required? Can I spend one night in a Vinnitsa Hotel then go to stay at my friends flat? I am getting a tourist Visa.

: Yes you are, otherwise you could get arrested. There is two ways you can do this: Either register with local authorities or preferably spend one night in a hotel in Kyiv where, of course, you would have to register your passport and that is all that is needed.
