All you really need is that one night in the hotel and then your passport is registered, there will be no need then to register with local authorities.

: : Yes you are, otherwise you could get arrested. There is two ways you can do this: Either register with local authorities or preferably spend one night in a hotel in Kyiv where, of course, you would have to register your passport and that is all that is needed.
