Hello, JaH, there are lots of unexpencive hotels or just apartmnets all around the city. And the most important - Railway Station is not downtown (though it is a central district of the city), thus hotels are not expencive there. Try Hotel "Express". One room number is 50 USD there. Another way - to rent an apartment (near Kreschatyk it costs 50 USD or so per night, (the far from the downtown the cheaper).
You can leave your luggage at the check-room of Kyiv Railway Station.
