From the U.S., you essentially have to go through Kiev or Odessa to get into the Ukraine. There are flights from Zhulhany to other small airports like Kharkov or Lugansk, but nothing between. It is very possible that any "small-town" flight to/from Zhulhany will be cancelled out from under your nose. The only reliable way to travel is by train. Lugansk is a 20+ hour train ride from Kyiv. If you do make a flight to another town, your biggest problem will be trying to find taxi or bus transportation at the local airport. These airports seem to be on their final heartbeats.
